The 31st degree is the judicial branch of the Scottish Rite and the 32nd degree the military degree. Both culminate the teachings of the Scottish Rite and must be conferred in full ritual form.
The 31st Degree:

Sublime Prince of the Royal Secret is seeking truth and knowledge, demanding for the people free vote and voice.
